The proposal, which Altman has discussed in recent interviews, suggests distributing equity or a similar value mechanism to U.S. citizens as a way to share the wealth generated by advanced AI systems.

The concept is simple on its surface. OpenAI, currently valued in the hundreds of billions, could issue a form of "national dividend" tied to its growth. Altman argues that as AI automates jobs and concentrates profits, ordinary people deserve a piece of the upside. He has long warned that AI could create massive economic disruption, and this plan would be a direct way to cushion the blow.

But the proposal is far from a detailed policy. Altman has not specified how the distribution would work legally, who would qualify, or how it would avoid creating a massive tax or regulatory headache. Critics point out that OpenAI is a private company with a complex corporate structure, including a capped-profit arm and a nonprofit board. Giving away equity to 330 million people would require rewriting its charter or creating a new government entity to manage the stake.

More revealing is what the idea says about Altman's worldview. He is positioning himself as a tech leader who wants to prevent the worst outcomes of AI, not just build it. The $300 figure is small enough to be symbolic but large enough to grab headlines. It signals that Altman understands the political anger brewing over inequality and automation. Whether it is a serious policy or a narrative device, the proposal forces a conversation about who wins and who loses in the AI era.
